Drafting submission material for a not-yet-completed manuscript is a totally legitimate use of time

I think it says a lot about my current attitude toward completing standalone short fiction that I am looking upon The Dreaded Synopsis™ as an inviting tool of procrastination. At least, if I have that ready to go, I won't have any excuses for delaying submission once I declare the manuscript good. (Note here that I am using "good" in the Mawrter sense of "Done is good," which also feeds into the idea of written works never so much being "finished" as "abandoned.")
